&#039;&#039;&#039;Arizona Citizen Voice&#039;&#039;&#039; (ACV) is an independent organization working with our Arizona Senators and Representatives to take action on behalf of all of Arizona&#039;s citizens to pass legislation in 2027 to hold Arizona counties accountable to valid citizen complaints. &lt;br /&gt;

We seek to pass an Arizona law requiring counties to implement a process for receiving and responding to citizen complaints about county governance. The complaint process would be modeled after, and overseen by, the Arizona Ombudsman-Citizens’ Aide [https://www.azoca.gov/about/ Arizona Ombudsman-Citizens’ Aide] to ensure consistency across all Arizona counties.   &lt;br /&gt;
&lt;br /&gt;
We are not trying to &#039;&#039;fight city hall&#039;&#039; as the expression goes. We are asking Arizona counties to listen to their citizens, respectfully consider their concerns and take action to fix issues when citizens&#039; concerns are validated. We don&#039;t want a fight; we want to be heard.  &lt;br /&gt;
&lt;br /&gt;
From a citizen&#039;s perspective, this is a bipartisan issue. The proposal doesn&#039;t favor one party over the other. The proposal&#039;s sole purpose is to give each citizen equal standing to be heard when they have felt unfairly treated by county government.   &lt;br /&gt;

ACV is an all-volunteer organization. We do not receive funds from any outside entity. We certainly don&#039;t have any funds to be lobbying through normal channels.   &lt;br /&gt;
&lt;br /&gt;
We&#039;ve layered our presentation so that you don&#039;t have to read every page of our website to understand our mission. Some of you may have already felt an injustice from your personal interactions with your County. You have seen firsthand how their actions or inaction can cause harm and can&#039;t get answers when they are desperately needed. If you&#039;re in that boat, you&#039;re ready to jump into action and this will be a short read.     &lt;br /&gt;

If you&#039;re a &amp;quot;Doubting Thomas,&amp;quot; we have data to satisfy your skepticism. That said, you&#039;re going to be disappointed if you&#039;re expecting a legal argument proving there is a governance problem beyond a reasonable doubt. Instead, we will trend examples of poor governance, so patterns of poor management decisions reveal themselves as issues in need of a legislative intervention.     &lt;br /&gt;
&lt;br /&gt;
The raw data comes from citizen interfaces with the county and government reports. Interestingly, we found examples of poor governance in government investigations of election-related anomalies. For example, procedures intended to ensure compliance with the Arizona Revised Statutes were violated as determined by an inspector for the [https://www.azag.gov/sites/default/files/2025-06/2020_General_Election_Investigation_Summary.pdf Arizona Attorney General&#039;s Office 2020 General Election Investigation]. The investigation found numerous anomalies, but no malicious or criminal intent. Basically, the Arizona Attorney General&#039;s investigation left a trail of incompetence (poor governance) as the reason for deviating from legal requirements. As would be expected in a criminal investigation, compliance with the law was more important than doing the &amp;lt;u&amp;gt;right thing&amp;lt;/u&amp;gt;. Therefore, they left breadcrumbs of poor governance examples in their effort to show compliance with the law.     &lt;br /&gt;

&#039;&#039;&#039;Arizona Citizen Voice&#039;&#039;&#039; (ACV) is an independent organization working with our Arizona Senators and Representatives to take action on behalf of all of Arizona&#039;s citizens to pass legislation in 2027 to hold Arizona counties accountable to valid citizen complaints. &lt;br /&gt;
&lt;br /&gt;
We seek to pass an Arizona law requiring counties to implement a process for receiving and responding to citizen complaints about county governance. The complaint process would be modeled after, and overseen by, the Arizona Ombudsman-Citizens’ Aide [https://www.azoca.gov/about/ Arizona Ombudsman-Citizens’ Aide] to ensure consistency across all Arizona counties.   &lt;br /&gt;
&lt;br /&gt;
We are not trying to &#039;&#039;fight city hall&#039;&#039; as the expression goes. We are asking Arizona counties to listen to their citizens, respectfully consider their concerns and take action to fix issues when citizens&#039; concerns are validated. We don&#039;t want a fight; we want to be heard.  &lt;br /&gt;

From a citizen&#039;s perspective, this is a bipartisan issue. The proposal doesn&#039;t favor one party over the other. The proposal&#039;s sole purpose is to give each citizen equal standing to be heard when they have felt unfairly treated by county government.   &lt;br /&gt;

ACV is an all-volunteer organization. We do not receive funds from any outside entity. We certainly don&#039;t have any funds to be lobbying through normal channels.   &lt;br /&gt;

You have seen firsthand how their actions or inaction can cause harm and can&#039;t get answers when they are desperately needed. That said, you&#039;re going to be disappointed if you&#039;re expecting a legal argument proving there is a governance problem beyond a reasonable doubt. Instead, we will trend examples of poor governance, so patterns of poor management decisions reveal themselves as issues in need of a legislative intervention.     &lt;br /&gt;

The raw data comes from citizen interfaces with the county and government reports. Interestingly, we found examples of poor governance in government investigations of election-related anomalies. For example, procedures intended to ensure compliance with the Arizona Revised Statutes were violated as determined by an inspector for the [https://www.azag.gov/sites/default/files/2025-06/2020_General_Election_Investigation_Summary.pdf Arizona Attorney General&#039;s Office 2020 General Election Investigation]. The investigation found numerous anomalies, but no malicious or criminal intent. Basically, the Arizona Attorney General&#039;s investigation left a trail of incompetence (poor governance) as the reason for deviating from legal requirements. As would be expected in a criminal investigation, compliance with the law was more important than doing the &amp;lt;u&amp;gt;right thing&amp;lt;/u&amp;gt;. Therefore, they left breadcrumbs of poor governance examples in their effort to show compliance with the law.     &lt;br /&gt;

I received a 116-page Runbeck Election Services contract, followed later by a second 58-page version, with no explanation of what I was looking at or how the documents related to one another. &lt;br /&gt;

As I reviewed these Runbeck contracts, I found multiple dates, strikethroughs, and what I later told were amendments. However, these amendments were not self-explanatory. The contract package contains two versions of Exhibit C the Disaster Recovery Plan in effect during the Covid 19 pandemic election:&lt;br /&gt;
&lt;br /&gt;
* One     version has no effective date and is crossed out on every page.&lt;br /&gt;
* The     other version is marked “Effective 1-1-16” and is not crossed out.&lt;br /&gt;
&lt;br /&gt;
The two plans are not identical. They list different backup arrangements and facilities in AZ and Florida.&lt;br /&gt;
&lt;br /&gt;
Amendment No. 1 says:&lt;br /&gt;
&lt;br /&gt;
“Delete Exhibit C in its entirety and replace with Exhibit C effective 1-1-16.”&lt;br /&gt;
&lt;br /&gt;
What was not explained is why the amendment dated 6.4.2020 was signed by procurement and states all other terms and conditions remain unchanged. &lt;br /&gt;
&lt;br /&gt;
What the records still do not clearly answer is whether the January 1, 2016 plan remained in effect and was actually used during the November 3, 2020 General Election. That is why I asked the County to identify the complete contract and amendment history and tell me which disaster recovery plan governed the 2020 election. The answer has never been given. &lt;br /&gt;
&lt;br /&gt;
Throughout my effort to obtain and understand these records, none of the written responses I received provided a clear amendment history explaining what each amendment changed. No one identified which amendment established the disaster recovery plan governing the 2020 election.&lt;br /&gt;
&lt;br /&gt;
I had to piece the history together myself from the 116-page contract package. That is why my formal complaint asks the County to identify the complete sequence of contracts and amendments, their effective dates, and the disaster recovery plan that was actually in effect for the November 3, 2020 General Election.&lt;br /&gt;

&#039;&#039;&#039;3.What testing showed that backup data could be restored without losing, duplicating, or incorrectly processing election records?&#039;&#039;&#039;&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;4.What written agreements confirmed that the backup facilities had sufficient equipment, staffing, security, supplies, and capacity to perform Maricopa County’s work?&#039;&#039;&#039;&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;5.What was the staffing-continuity plan if key Runbeck employees were unavailable during the pandemic?&#039;&#039;&#039;&lt;br /&gt;

&lt;div&gt;This section provides personal examples of poor governance by Maricopa County. During many interactions with Maricopa County, I became concerned about how certain matters were handled.  My professional experience in contract compliance and corrective action gave me a background in governance, accountability and internal controls.  But I did not want to rely solely on my own experience and opinion.  I chose an independent benchmark/standard to measure MC standards against.  &lt;br /&gt;

I needed an objective benchmark against which to evaluate my concerns. Governance and internal-control principles apply in both the private and public sectors, but I wanted a framework specifically designed for government.  I found a suitable standard in the United States Government Accountability Office (GAO) [https://www.gao.gov/assets/gao-25-107721.pdf Standards for Internal Control in the Federal Government,]which is commonly called the &amp;quot;Green Book.&amp;quot; Note: GAO describes the Green Book as the federal framework for an effective internal control system and expressly encourages nonfederal entities, including state and local governments, to use it as a framework.  &lt;br /&gt;

It is important to understand that Maricopa County &amp;lt;u&amp;gt;is not obligated&amp;lt;/u&amp;gt; to comply with the Green Book&#039;s standards. The Green Book is required for Federal departments and agencies within the executive branch. &lt;div&gt;I, Jamie  Weinhauer Martin, will share my story so that you might understand why I have determined there is a governance performance problem within the State of Arizona’s Maricopa County. I suspect this governance issue exists in other Arizona Counties based on my conversations with people living in other counties. This issue may be more widespread than I think. That said, I have contained this story to my experiences with Maricopa County issues, which included interfaces with State and County personnel.&lt;br /&gt;

I have tried to accommodate the interests of various readers by&lt;br /&gt;
organizing the material in a way that is, I hope, comfortable for you,&lt;br /&gt;
the reader. There are two separate documents that interface with each&lt;br /&gt;
other to tell the complete story. The first document, this story,&lt;br /&gt;
explains how data was obtained. The second document, the governance&lt;br /&gt;
piece, explains why I believe the data suggests a governance problem.&lt;br /&gt;
&lt;br /&gt;
My story is told from the first-person perspective. I will be sharing the content of some of my conversations (verbally and digitally) with government personnel. I am intentionally withholding the names of government employees (excluding elected officials) to prevent unintended consequences. During my interfaces, I always felt like the employee was trying to do the right thing. Unfortunately, doing the right thing from his/her perspective may be the wrong thing from the citizen’s perspective. Many conversations were frustrating, but my goal is to fix the processes, not blame people.&lt;br /&gt;
&lt;br /&gt;
The separate document addressing governance gaps was far more difficult to develop than my first-hand account. Normally, CAP investigations are conducted from within the organizational entity where there is unrestrained access to policies, procedures and personnel to determined what happened and why. As a member of the public, I was an outsider looking into the entity trying to collect as much information as possible to make a fair assessment of performance.&lt;br /&gt;

I questioned whether I could judge their performance based on my experience; I had a lot of CAP experience. However, that didn’t seem ethical and could be disregarded as being biased by someone that didn’t agree with my conclusions.&lt;br /&gt;

I selected the [https://www.gao.gov/assets/gao-25-107721.pdf Standards for Internal Control in the Federal Government] (May 2025) as the benchmark for my assessment of Maricopa County governance. The Green Book as it is more commonly called is published by the United States Government Accountability Office. This standard was created as a result of the Federal Managers’ Financial Integrity Act of 1982 (FMFIA). More information about the Green Book is provided within the book itself; the book explains how to use the book.&lt;br /&gt;

I will try to identify a specific governance gap in my story by providing a cross-reference from my story to applicable attributes in the Green Book. I may miss a few cross-references or you may find performance gaps that I didn’t recognize. Please let me know if you find a gap that I had missed; I will consider revising the governance document to show the new gap.&lt;br /&gt;

We seek to implement is a process that each Arizona County must implement to receive complaints from its citizens about inefficiencies or abuses of County governance, which will be tracked and addressed from a compliance perspective. Significant concerns may require investigation whereas some complaints may be closed without action if county actions are considered appropriate. The most significant aspect of this initiative is to hold a specific county employee responsible for addressing the citizen&#039;s complaint, assessing compliance and managing a response. An Arizona State department or agency will provide independent oversight to ensure the process is consistently applied across all counties with the intended results. &lt;br /&gt;

Following the November 2026 election, send your Senator and Representatives a message. Tell them you want to hold County government accountable to its Citizens. Ask them to support the proposed Bill.&amp;lt;/blockquote&amp;gt;The effort to get the bill approved by the Legislature and signed by the governor is being delayed until after the November 2026 election to allow you to vote for the candidates that you feel will support this effort. The delay will give us some time to draft the bill. The sense of urgency begins after the elections because the Legislature begins their annual review of Legislative initiatives in January 2027.&lt;br /&gt;

The contributors to this site believe it is the Arizona County processes that are broken, not the County employees. This website assesses County performance as a public stakeholder with a vested interest in county governance. &lt;br /&gt;

Our assessment was impeded by a lack of transparency. Maricopa claims they are under no obligation to create documents unless specified as a requirement within the Arizona Revised Statutes according to a Maricopa County&#039;s legal team&#039;s Defense Brief in a court case with me, Jamie Weinhauer Martin, as the Plaintiff. I had claimed the county had not fulfilled my Public Records Request. &lt;br /&gt;
&lt;br /&gt;
This assessment relies on information collected during my interfaces with MC officials and employees. I have also had to rely on information in the public domain. This type of information was less than ideal for assessment purposes, but it was all that was available given that Maricopa County did not create the documents needed for a more accurate assessment. Therefore, this assessment has relied on the quantity of information, not the quality of information. &lt;br /&gt;
 None of the findings of this report are of sufficient detail to identify misconduct or fraud. In fact, we believe all of MC employees are doing their best to adhere to the expectations of an organization with deficient governance practices. &lt;br /&gt;
We identified numerous examples of poor governance during our assessment. In fact, there were too many to fix at one time; it would be too disruptive to County services to attempt such a lofty goal. Instead, good governance would prioritize governance problems and implement improvements within the budgetary constraints. &lt;br /&gt;
&lt;br /&gt;
In our opinion, the fundament governance gap is a lack of responsiveness to citizen complaints about poor governance. We have been unable to identify a publicly accessible county process that 1) receives and tracks citizen complaints, 2) performs a compliance review to determine the significance of the problem, 3) assigns responsibility to an individual when a deficiency must be resolved, 4) investigates the issue, 5) creates corrective actions based on the cause of the problem, and 6) monitors the implementation and effectiveness of corrective actions. Process steps 1, 2 and 3 are the &#039;&#039;&#039;&#039;&#039;Complaint Process&#039;&#039;&#039;&#039;&#039; and steps 4, 5 and 6 are the &#039;&#039;&#039;&#039;&#039;Corrective Action Process&#039;&#039;&#039;&#039;&#039;. If implemented together, public trust in County increases by formally acknowledging their concerns and County performance improves with the implementation of each corrective action. &lt;br /&gt;
