	Contrary to the Green Book, there does not appear to be any independent oversight of the MCRO, other than the elected official, which is commonly referred to as the Maricopa County Recorder. The Recorder cannot ethically provide independent oversight if the primary responsibility is for the overall operation of the office. I was unable to find an independent government entity responsible for oversight of the MCRO. The public cannot provide any oversight if there are minimal documents available for inspection. In my case, election-related documents are either confidential or non-existent. Voter registration information is not shared with the public and process steps are not documented or retained. The lack of oversight is a significant deviation from the Green Book. I have not been provided any information to suggest any independent oversight of the MCRO exists and the public doesn't have a means to review their performance for holding them accountable to its citizens. 			This assessment is focused on County governance, so the question is why did the County feel that it was acceptable to hire 40 temporary workers and not provide them with training?
