Debbie Lesko provides an oversight role as a member of the Maricopa County Board of Supervisors (MCBOS). Her presentation of why two boxes of ballots could not be located for three days following a November 2025 election parroted the [https://elections.maricopa.gov/news-and-information/elections-news/november-statement-election-1172025.html Election's Department statement]from November 7, 2025. She seemed to be accepting of people not following procedures to place the boxes of ballots in an unauthorized location for transport and how fortuitous it was that they had coincidently been stored in an area with 24-hour surveillance. Hence, a person in an oversight role did not communicate that management would be held accountable to address this ongoing issue with election processes.

The Maricopa County Assistant Director of Recruitment and Training appears to be directing voting center personnel, which is unusual. The line leader, in other word, the person responsible for worker behaviors should be giving the directions, not a staff leader. A competent leader would stay in their role.
 
Additionally, the Maricopa County Assistant Director of Recruitment and Training appears be directing "inspectors" to ignore issues and concerns about the Sharpie Markers and use them anyway on Election Day. A competent inspector would elevate the concern to management, but management was the bigger issue.

Principle 4 - Demonstrate Commitment to Competence

Attribute 4.04 - Personnel need to possess and maintain a level of competence that allows them to accomplish their assigned responsibilities, as well as understand the importance of effective internal control. Holding personnel accountable to established policies by evaluating their competence is integral to attracting, developing, and retaining individuals. Management evaluates competence of personnel across the entity in relation to established policies. Management acts as necessary to address any deviations from the established policies. The oversight body evaluates the competence of management as well as the competence overall of entity personnel.
