Election Anomalies
Governance issues identified from Arizona Attorney General's Office 2020 General Election Investigation of Arizona Senate allegations of Maricopa County Election Department - Drop Box Collections issues. There is a unique Arizona Secretary of State Election Procedure Manual requirement to ensure ballot retrieval teams of two are filled by people of both political parties, one Democrat and one Republican. Contrary to this requirement, the MC Elections management hired personnel with no political party identified. Hence, the Arizona State requirement could not be fulfilled.
- See the heading Deviation: Unfulfilled Party Representation Requirements for Couriers from Maricopa Dropbox Collection (2020) webpage.
The Maricopa County Assistant Director of Recruitment and Training appears to be directing voting center personnel, which is unusual. The line leader, in other word, the person responsible for worker behaviors should be giving the directions, not a staff leader. A competent leader would stay in their role.
Additionally, the Maricopa County Assistant Director of Recruitment and Training appears be directing "inspectors" to ignore issues and concerns about the Sharpie Markers and use them anyway on Election Day. A competent inspector would elevate the concern to management, but management was the bigger issue.
