Vision
Arizona Citizen Voice visualizes a future state when an Arizona citizen can easily submit a governance concern to their county officials and receive timely feedback and a description of corrective actions taken or to be taken, if applicable.
Goal
Our goal is to have one or more Arizona Senator(s) or Representative(s) to submit proposed legislation during the January 2027 Arizona Legislative session to create or modify existing statutes to achieve the following:
- Revise A.R.S. 11-1608. Complaints; procedures to require all Arizona Counties implement an Ombudsman-Citizens' Aide agency within the county, which is modeled after the existing Arizona Ombudsman-Citizens' Aide agency.
- Revise A.R.S. 41-1376. Powers and duties to expand their duties to include oversight of the newly established county-based Ombudsman-Citizens' Aide agencies.
- Revise A.R.S. 11-251.03. Records center; contents; open to inspection to expand to scope of documents beyond what is required by law to include Documentation Requirements as specified by the United States Government Accountability Office Standards for Internal Control in the Federal Government.
Website's Purpose
The purpose of this website is to ask for your support in resolving governance gaps at the county level by urging your Arizona Senators and Representatives to pass legislation which will require counties to listen to their citizens' concerns, using a formal complaint and resolution process.
Resolution of Governance Gaps
An Arizona citizen may have a concern about their county's compliance with the laws, statutes or an apparent deviation from good business practices, which might waste or abuse the resources taken from the public in exchange for public services. A citizen's concern should be addressed by Arizona county employees following a defined process to assess the validity and significance of the citizen's concern so they determine if the issue must be addressed and determine how the issue will be addressed, if necessary.
The proposed legislation promotes transparency, accountability, consistency, and continuous improvement while strengthening public confidence in local, county and state governments.
