The Maricopa County Assistant Director of Recruitment and Training appears to be directing voting center personnel, which is unusual. The line leader, in other word, the person responsible for worker behaviors should be giving the directions, not a staff leader. A competent leader would stay in their role.

Additionally, the Maricopa County Assistant Director of Recruitment and Training appears be directing "inspectors" to deviate from the instructions written on the ballots to use ballpoint pens. A competent inspector would refuse to comply with verbal directions, contrary to written instructions.
