Principle 4 - Demonstrate Commitment to Competence

Attribute 4.02 - Management establishes expectations of competence for key roles, and other roles at management's discretion, to help the entity achieve its objectives. Competence is the capability to carry out assigned responsibilities. It requires relevant knowledge, skills, and abilities, which are gained largely from professional experience, training, and certifications. It is demonstrated by the behavior of individuals as they carry out their responsibilities.

Jamie's Story

Maricopa County's Ombudsman are ethically deficient to Arizona Ombudsman Citizens' Aide agency. Maricopa County has job positions with Ombudsman in the title. However, Maricopa County Ombudsmen do not have the organizational independence to effectively perform their expected duties of an Ombudsman as defined by internationally recognized organizations for Ombudsmen programs. AZOCA Ombudsman have been trained in accordance with the standards of the United States Ombudsman Association (USOA). Maricopa County Ombudsmen have not received the same training.

Election Anomalies

Governance issues identified from Arizona Attorney General's Office 2020 General Election Investigation of Arizona Senate allegations of Maricopa County Election Department - Drop Box Collections issues. Five procedure violations were identified by the AZ AG's inspector, especially considering this was a narrowly focused aspect of the Election process. However, the adverse impact could not be determined. These procedure violations could have possibly prevented the introduction of hundreds, thousands or tens of thousands of fraudulent ballots for tabulation. MC's ability to detect fraud or retrieve data during a subsequent fraud investigation were also adversely impacted. The competency of Election Leadership is questionable.

The Maricopa County Assistant Director of Recruitment and Training appears to be directing voting center personnel, which is unusual. The line leader, in other word, the person responsible for worker behaviors should be giving the directions, not a staff leader. A competent leader would stay in their role.

Additionally, the Maricopa County Assistant Director of Recruitment and Training appears be directing "inspectors" to ignore issues and concerns about the Sharpie Markers and use them anyway on Election Day. A competent inspector would elevate the concern to management, but management was the bigger issue.
