Principle 3 - Establish Structure, Responsibility, and Authority

Attribute 3.07 - Management considers the overall responsibilities assigned across the organizational structure, determines what key roles are needed to fulfill the assigned responsibilities, and establishes the key roles. Those in key roles can further assign responsibility for internal control to roles below them in the organizational structure, but they retain ownership for fulfilling the overall responsibilities assigned to them.

Governance issues identified from Arizona Attorney General's Office 2020 General Election Investigation of Arizona Senate allegations of Maricopa County Election Department - Drop Box Collections issues.

Management in key roles may have knowingly consented to the procedure violations that were occurring during the 2020 Election. At a minimum, there were plenty of opportunities to investigation drop-box anomalies to self-identify the procedure violations. Senior Leadership no action. The AZ AG's inspector identified five procedure violations, and the adverse impacts to fraud prevention, fraud detection, and subsequent investigation of fraud, if necessary, could not be assessed because of the missing data. Even after the inspector's procedure violations were identified, the disciplinary actions for those that facilitated the procedure violations could not be determined.
