Attribute 9.04 - Changes in internal conditions may include changes to the entity's programs or activities, oversight structure, organizational structure, personnel, and technology. Changes in external conditions may include changes in the governmental, economic, technological, legal, regulatory, and physical environments. Changes in external conditions may also include economic instability or crises, public health emergencies, natural and human-caused disasters, and other catastrophic events.

Election Anomalies

The 2020 General Election was conducted during public health mandates resulting from the Covid-19 pandemic. The number of early ballots increased as a result of these mandates. MC leadership appeared to be undocumented and unjustified changes that increased the susceptibility of the election process to fraud.
