Principle 15 - Communicate Externally
Attribute 15.02 - Management communicates with, and obtains relevant and quality information from, appropriate external parties using established reporting lines. Open two-way external reporting lines allow for this communication. External parties may include service organizations, suppliers, contractors, regulators, regulated entities, external auditors, federal entities, state and local governments, grantees, and the public.

Jamie's Story
2020 -General Election
Maricopa County's performance with the tabulation of ballots during the 2020 General Election deviated significantly from past elections. Any rationalization to attribute the results to Covid-19 public health mandates could be discredited given that Maricopa County's performance was substandard to the tabulation of results nationwide, which were also operating under Covid-19 public health mandates. The external communications did not adequately address the public's concerns. Attribute 15.02 specifically includes the public as a target audience of external communications.

Arizona Senate Allegations
Arizona Senate allegations arose from MC's failure to recognize the Arizona Senates Oversight Role. These allegations were investigated and reported on by the Arizona Attorney General's Office 2020 General Election Investigation. Arizona Senate's concern was the 2020 election results may have been fraudulently reported, These allegations would not have been necessary if there had been open communication between MC leadership and the Arizona Senate.

Governance issues identified from Arizona Attorney General's Office 2020 General Election Investigation of Arizona Senate allegations of Maricopa County - Signature Verification Process issues. MC is not sharing information with members of the Arizona Senate, which was performing an oversight role. Hence, they submitted their allegations to the AZ AG's office, which prompted the noted investigation.
